Food Insecurity Program

The City of Bellflower’s Food Insecurity Program offers income-eligible Bellflower  households food assistance  of up to $150 of groceries from a local grocer on a bi-weekly basis. The Program works with a local grocer to fulfill preset lists of goods that will be picked up by participants, bi-weekly. Eligible households may be scheduled to pick up groceries up to two times per month.

The Program is funded with CDBG Cares Act (CDBG-CV) funding from the U.S. Department of Housing and Urban Development (HUD) as eligible under Sections 105(a)(8) of the Housing and Community Development Act of 1974.

Program Eligibility

Applicants must meet all of the following criteria to receive assistance:

  • Reside within Bellflower city limits;
  • Be a U.S. citizen or permanent resident;
  • Meet the HUD household low-income limit of 80% of the area median income (see Income Limits below);
  • Demonstrate economic impact due to the COVID-19 pandemic;
  • Submit all required documents (see Required Documents below).
Income Limits

Annual gross income is defined as the total gross amount of income (before taxes) received from all sources by adult household members who have earned or received income during a 12-month period. Eligible households must be at or below the HUD Low Income limit, depending on the number of persons living in the household.

Required Documents


Applicants will be required to submit the following documents:

  • Completed Food Insecurity Program Application;
  • Copy of Rental/Lease Agreement or recent mortgage statement or utility bill demonstrating City of Bellflower residency;
  • Copy of most recent Income Tax return;
  • Copies of paycheck stubs for the last two (2) months for all members of the household;
  • Copies of all other sources of income for all household members for the past three (3) months, including but not limited to Social Security/SSI benefits, Unemployment checks/statements, retirement/pensions, and public assistance;
  • Copies of all bank statements for all household members for the past two (2) months, including checking accounts, savings account, etc. ;
  • Copy of Government issued Photo Identification (I.D).
