Home Improvement Program
Fix-It Grants are available to senior citizens (62+) and residents with a disability. This grant provides up to $10,000 worth of assistance for exterior and interior repairs. Interior repairs must address health and safety violations or issues in order to be eligible. Under this program the property owner would not have to pay back the amount given toward repairing their property.
Deferred Loans (0% interest rate):
Deferred loans are available to low- and moderate income owner-occupants for the purpose of rehabilitating their home and to provide decent and suitable housing to address health and safety concerns. Loans may also be offered to single head of households who have a handicapped family member(s). The loan is also available to handicapped homeowners to remove physical barriers by providing ramps, accessibility to sinks, cupboards, and bathrooms. Loans are provided at simple interest rate of 0% per annum for amounts of $50,000. All principal and interest payments on the loan are deferred until the property is sold or title is transferred, at which time the loan is due in full. Loans provided under this program are secured by a deed of trust.
Mobile Home Grants:
Mobile Home Grants are available to Bellflower residents who meet the eligibility requirements and live in manufactured homes. This grant provides up to $10,000 worth of assistance for exterior/interior repairs. Under this program, the property owner would not have to pay back the amount given toward repairing the property. This form of assistance can only be used once and funds are available on a first-come, first-service basis.

Criteria for Eligibility:
- Must meet the income limits (listed below)
- After-rehabilitation value of the home must not exceed 95% of Area Median Value ($532,000)
- The home must be owner-occupied.
- All eligible items of improvement under the three programs must be approved by the City.
