Property-Based Improvement Districts
(PBID)

The Economic Development Department has been working with property owners to form a Property-Based Improvement District (P-BID) in Downtown Bellflower and along Bellflower Bl. (south of Artesia Bl.).  A successful P-BID attracts more customers to a district and helps local businesses thrive.  Property owners manage and fund the P-BID through an annual assessment and also decide how to spend the funds.  P-BIDs frequently use them to market the district through promotional events and extra services such as security and cleaning.  Successful BIDs include Belmont Shores, Bixby Knolls, and Old Pasadena – which are now well-known destinations for shopping and entertainment.
